The Motor Vehicle Exception is a legal rule in the United States which allows the search of motor vehicle without the search warrant normally required by the Fourth Amendment to the United States Constitution. Vermont has become the first state in the nation to legalize marijuana legislatively. Gov. Phil Scott (R) signed a bill legalizing marijuana for adults age 21 and older. The Cole Memo was a document originally drafted by former US Attorney General James M. Cole in 2013. The Memo was sent out by Cole to all US attorneys published through the Department of Justice on August 29th, 2013. The theme of the memo was priorities that prosecutors and law enforcement should focus only on relating to state-legal cannabis operations. Michigan Emergency Regulations, Rule 19.
