Matthew Abel has been a practicing attorney in Michigan for over 30 years, and is the founder and Senior Partner of Cannabis Counsel, P.L.C., a boutique marijuana law firm in Detroit, Michigan. Matthew is Executive Director of the Michigan chapter of the National Organization for the Reform of Marijuana Laws (NORML). Mr. Abel is a lifetime member of the National Organization for the Reform of Marijuana Laws, and the National Association of Criminal Defense Lawyers, and a member of the National Lawyers Guild and the American Civil Liberties Union of Michigan. Mr. Abel is a frequent author on marijuana issues and often presents at conferences and seminars throughout the United States.

The Motor Vehicle Exception is a legal rule in the United States which allows the search of motor vehicle without the search warrant normally required by the Fourth Amendment to the United States Constitution. The motor vehicle exception was first established by the United States Supreme Court in 1925, in Carroll v. United States. LARA Publishes Michigan's Medical Marijuana "Universal Symbol". The Cole Memo was a document originally drafted by former US Attorney General James M. Cole in 2013. The Memo was sent out by Cole to all US attorneys published through the Department of Justice on August 29th, 2013. The theme of the memo was priorities that prosecutors and law enforcement should focus only on relating to state-legal cannabis operations. Michigan Emergency Regulations, Rule 19. (1) An applicant for a state operating license may temporarily operate a proposed marijuana facility in the State of Michigan, that would otherwise require a state operating license if certain conditions are met.
